CONSIDERING THAT the City of Gatineau supports the realization of social housing projects on its territory, notably through a municipal financial contribution to projects realized within the framework of the Quebec Affordable Housing Program (PHAQ) of the Société d'habitation du Québec (SHQ);

CONSIDERING THAT the PHAQ requires a municipal contribution equivalent to a minimum of 40% of the SHQ's base subsidy;

CONSIDERING THAT these projects require a substantial municipal contribution, without the City being the agent of the government program, which currently limits its capacity for supervision, monitoring, and accountability;

CONSIDERING THAT the SHQ encourages municipalities to adopt a municipal contribution agreement in order to frame the rights and obligations of the parties as well as the terms of payment of the municipal contribution;

CONSIDERING THAT the City wishes to standardize its practices, secure its investments, and strengthen the governance, monitoring, and accountability of the social housing projects it finances;

CONSIDERING THAT the Legal Affairs Department has been consulted and has validated the legal compliance of the proposed municipal contribution agreement model;

CONSIDERING THAT this agreement will apply to all projects authorized within the framework of the PHAQ program with retroactive effect from January 1, 2024:

IT IS PROPOSED BY COUNCILLOR CAROLINE MURRAY, SECONDED BY COUNCILLOR STEVE MORAN AND RESOLVED THAT this council:

• adopts the municipal contribution agreement model for projects realized within the framework of the PHAQ program of the SHQ, including the retroactive application of the agreement for projects realized since January 1, 2024; • authorizes the mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or the assistant clerk to sign the municipal contribution agreement for the financing of projects realized within the framework of the PHAQ program of the SHQ; • authorizes the mayor or in her absence the acting mayor and the clerk or in her absence the deputy clerk or the assistant clerk to sign any document necessary to give full effect to this resolution.

CONSIDERING THAT this redevelopment project allows for the densification of an underutilized site, located in a prime location and occupied by existing buildings at the end of their useful life, by proposing a mixed project that meets several orientations of the Urban Plan, notably that aimed at creating complete living environments;

CONSIDERING THAT the student residence construction project is carried out in partnership with the Cégep de l'Outaouais in order to offer affordable student housing;

CONSIDERING THAT the project must also be approved under the Bylaw respecting architectural integration and implementation plans number 535-2025 since it aims to build a main building intended to be used for the use "153 – Student residence (P2b)";

CONSIDERING THAT the minor exemptions do not create any prejudice to the neighborhood, since all minimum setback margins will be respected, as well as the required clearance spaces between the parking space and the property lines;

CONSIDERING THAT in accordance with the provisions of Bylaw number 851-2023 on the methods of publication of public notices, a public notice was published on March 25, 2026, on the City of Gatineau website and that it was published at least 15 days before the meeting where the council must rule on the request for minor exemptions, as indicated in section 145.6 of the Act respecting land use planning and development;

CONSIDERING THAT the 2021-2025 municipal council program commits to structuring its interventions around a scientific and ambitious approach to climate change adaptation and greenhouse gas emission reduction;

CONSIDERING THAT within the framework of this plan, the City of Gatineau sets itself the objective of reducing its climate vulnerabilities, notably in the face of torrential rains and extreme heat;

CONSIDERING THAT the government of Quebec has set up a financial assistance program, namely the Flood Resilience and Adaptation Program (PRAFI);

CONSIDERING THAT the PRAFI is a measure of the Ministry of Municipal Affairs and Housing (MAMH) which was set up within the framework of the territory protection plan following the 2017-2019 floods and which also aims to face the consequences of climate change;

CONSIDERING THAT the PRAFI program aims to financially assist Quebec municipalities in the realization of work or studies with the goal, among others, of increasing the resilience of communities and ecosystems in the face of intensifying risks due to climate change;

CONSIDERING THAT the City is planning studies on Burke Creek that fit into the resilient development component of the PRAFI program, namely respectively: 1) sustainable management of rainwater and runoff and 2) creation of freedom space for watercourses;

CONSIDERING THAT this council by its resolution number CM-2023-984 of December 5, 2023, authorized the filing of a financial assistance request to the PRAFI program;
