CONSIDERING THAT the project site is qualified in the urban plan as a redevelopment sector, i.e., a sector destined for a gradual change of vocation that entails a modification of the existing urban form;

CONSIDERING THAT, with the exception of the requested minor variance, the project complies with the provisions of the Règlement de zonage numéro 532-2020, and respects the evaluation criteria of the Règlement relatif aux usages conditionnels numéro 506-2005;

CONSIDERING THAT in accordance with the provisions of Règlement numéro 851-2023 on the methods of publication of public notices, a public notice was published on November 20, 2024, on the City of Gatineau website and that it was published at least 15 days before the holding of the meeting where the council must rule on the request for authorization of a conditional use, as indicated in section 145.33 of the Loi sur l’aménagement et l’urbanisme;

CONSIDERING THAT despite the reduction in the number of parking spaces on the Les Promenades Gatineau shopping center property, the proposed project requires the granting by the council of a minor variance in order to authorize the increase of the maximum number of outdoor spaces authorized from 964 spaces to 2,924 spaces;

CONSIDERING THAT other minor variances, aimed at the implementation of the self-service station, must also be granted by the council for the implementation of this project; 0017837

CONSIDERING THAT the project respects the majority of the applicable objectives and evaluation criteria of the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505.1-2011, for intervention projects in certain commercial zones and the Règlement relatif aux plans d’implantation et d’intégration architecturale numéro 505-2005, aimed at petroleum and fuel product distribution centers;

CONSIDERING THAT the redeveloped shopping center parking space, apart from the non-compliant number of parking spaces, respects all other development provisions required for a parking space of this size, including the addition of green islands with new trees, shrubs, and permeable pavers in the former STO parking lot and all around the self-service station, thus decreasing the percentage of impermeable surface of this largely mineralized space;

CONSIDERING THAT the active travel connections from public sidewalks to the shopping center accesses are improved in the redevelopment project;

CONSIDERING THAT the Mobility Service is favorable to the construction project of the self-service gas station and what relates to travel and access to the land;

CONSIDERING THAT marking work and the installation of traffic lights are planned at the Bellehumeur intersection and the access to Les Promenades Gatineau located south of rue Lamarche, a memorandum of understanding regarding municipal work will have to be signed with the City;

CONSIDERING THAT the project requires the granting by the council of a total of seven minor variances in order to be able to implement the proposed project and that apart from these minor variances the project complies with Règlement de zonage 532-2020;

CONSIDERING THAT in accordance with the provisions of Règlement numéro 851-2023 on the methods of publication of public notices, a public notice was published on November 20, 2024, on the City of Gatineau website and that it was published at least 15 days before the holding of the meeting where the council must rule on the request for minor variances, as indicated in section 145.6 of the Loi sur l’aménagement et l’urbanisme;

CONSIDERING THAT the proposed project is located within a perimeter of 152 m of the classified heritage building located at 432, boulevard Alexandre-Taché, identified as the Maison Riverview and that it integrates certain reminders concerning the color tone and the shape of the roof, and the rhythm of fenestration of a section of the classified building;

CONSIDERING THAT the property covered by this project is located in the urban village of Parc and that the project fits with orientation 1.1 of development, provided for in the Urban Plan, favoring gradual residential densification in the hearts of urban villages and in their immediate proximity, notably on the outskirts of high-level service axes and near stations of the structural public transit system;

CONSIDERING THAT the property covered by this project is located in front of a high-level service transit axis and less than 300 m from access to the public transit network and that the map of maximum heights set in the Urban Plan thus allows an excess in height, within the framework of a densification project submitted to the approval of a specific project for construction, modification, or occupancy of an immovable (PPCMOI);

CONSIDERING THAT the City of Gatineau, by its resolution number CM-2023-902 of November 14, 2023, adopted its new Cultural Policy, Rencontrer la culture, for the years 2024 to 2034 and that this is accompanied by a first four-year action plan, covering 2024 to 2027;

CONSIDERING THAT the City of Gatineau and the Ministry of Culture and Communications of Quebec have been working hand in hand for many years to increase cultural funding in Gatineau and the Outaouais;

CONSIDERING THAT the Ministry of Culture and Communications of Quebec wishes to support the efforts of the City of Gatineau in terms of culture and heritage intended to support the implementation of the 2024-2027 action plan of the Cultural Policy;

CONSIDERING THAT the Service des arts, de la culture et des lettres wishes to file a financial aid request of $6,206,629 with the Ministry of Culture and Communications of Quebec with a view to the signing of the first specific cultural development agreement 2025-2027 within the framework of the Cultural Development Agreements program;

CONSIDERING THAT the granting of this financial aid would allow for the conclusion of an agreement with a value of $12,413,258, the largest cultural development agreement signed between the two partners since the beginning of their collaboration 20 years ago;

CONSIDERING THAT the Commission des arts, de la culture, des lettres et du patrimoine, during its meeting of October 23, 2024, recommended that the municipal council approve the financial aid request and authorize its filing with the Ministry of Culture and Communications of Quebec:

IT IS PROPOSED BY COUNCILLOR ISABELLE N. MIRON, SECONDED BY COUNCILLOR STEVEN BOIVIN, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2024-870 of December 10, 2024, this council:

  • Approves the 2025-2027 Specific Cultural Development Agreement with the Ministry of Culture and Communications of Quebec;

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2024-867 of December 10, 2024, this council agrees to modify the organizational structure of the Recreation, Sports and Community Development Service as follows:

  • Create two positions of coordinator, Community Development (LSC-PRO-018 and LSC-PRO-019) located at class 4 of the professional salary scale, under the supervision of the section head, Community Development (LSC-CAD-036).

The Human Resources Service is authorized to modify the organizational chart of the concerned service. The funds for this purpose will be taken from the budget for the implementation of the 2025-2029 Homelessness and Social Development Action Plan. A certificate from the treasurer was issued on December 9, 2024.

Repeal of Resolution Number CM-2024-760 - Memorandum of Understanding for a Municipal Contribution to Transition Québec

CONSIDERING THAT the City has adopted a Municipal Reference Framework on Homelessness (CM-2020-598) and that it wishes to ensure the development of partnerships and internal and external consultations aimed at the coherence of actions and the complementarity of these;

CONSIDERING THAT orientation 1 of the Municipal Reference Framework on Homelessness aims to have a suitable roof for all and to find answers to the issues surrounding access and maintenance in housing;

CONSIDERING THAT the housing crisis in the region exacerbates the situation of homelessness;

CONSIDERING THAT the legislator has intervened several times, for more than a year, in order to modify the laws applicable to municipalities so as to provide for a general competence in terms of housing and to add several powers that can be exercised for the purposes of this competence;

CONSIDERING, notably, section 84.4 of the Loi sur les compétences municipales (RLRQ, c. C-47.1);

CONSIDERING THAT, in this context, the City wishes to contribute financially to the construction or development of rental housing intended for people in a situation of homelessness, under the conditions provided for in this bylaw;

CONSIDERING THAT the creation of a municipal program governing innovative housing projects to reduce the homelessness crisis is a more promising alternative:

IT IS PROPOSED BY COUNCILLOR STEVE MORAN, SECONDED BY MAYOR MAUDE MARQUIS-BISSONNETTE, AND RESOLVED THAT, following the recommendation of the executive committee number CE-2024-871 of December 10, 2024, this council:

  • Repeals the municipal contribution agreement provided for in resolution number CM-2024-760;
  • Authorizes the treasurer to perform the required accounting entries to give effect to this resolution;
  • Authorizes the mayor or, in her absence, the acting mayor, and the clerk or, in her absence, the deputy clerk or assistant clerk, to sign any document necessary to give full effect to this resolution.
